Is the H-1B lottery fair?

No — it's a random selection from all eligible registrations. Selection probability depends on total volume vs cap.

What about cap-exempt?

Higher education institutions, non-profit research orgs, and government research orgs are cap-exempt. Working there bypasses the lottery.

What if I'm not selected in my timeline?

You have 60 days to depart the US, change to another status, or transfer to a cap-exempt employer.
